Ballot measures offer citizens of select states the opportunity to vote on policy issues at the state and local levels. In general, once the application is approved and a pre-determined number of signatures from registered voters is gathered, the measure is added to the state's primary or general election for vote.
Ballot measures can consist of initiatives or referendum. An initiative is a proposed change or creation of a law at it's scope level and upon voter approval can be implemented without relying on the legislature. A law that has been passed by the legislature and placed to a popular vote is a referendum. It follows the same basic process as an initiative to qualify for the ballot.
